Application for a Hackney Carriage Drivers Licence

Minutes:

Resolved: That under section 100A (4) of the Local Government Act 1972, the public were excluded from the meeting when considering the report, on the grounds that likely disclosure of exempt information was involved as defined by Schedule 12A, paragraph 1 (information relating to any individual), paragraph 2 (information which is likely to reveal the identity of an individual), and paragraph 7 (information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of crime).

The Hearing gave consideration to a report by the Chief Officer Planning & Regulatory Services giving details of a new dual Hackney Carriage and Private Hire Driver’s Licence application under the Local Government (Miscellaneous Provisions) Act 1976, and the Town Police Clauses Act 1847. The application did not currently meet the criteria within the Council’s statement of Hackney Carriage and Private Hire Licensing Policy, as detailed within the exempted report. The report requested that the Sub-Committee determine whether to grant the licence, to include consideration as to whether the applicant was a fit and proper person to hold the Licence.

The Senior Licensing Officer introduced the exempted report and gave background information to the Hearing.

The hearing heard further information from the Applicant’s representative. In response to concerns raised, points of clarification were given by the Legal Advisor and Senior Licensing Officer.

At 11am the Sub-Committee ended the Hearing and the Chairman confirmed that a decision would be made and provided to the Applicant thereafter.
