Cllr. Shea declared for Minute 21 – 4.1 24/00859/FUL - Hollybush Tennis Centre, Holmesdale Road, Sevenoaks Kent TN13 3UX that she was a Member of Sevenoaks Town Council and had previously considered the item but was open minded.

Minutes: The proposal sought planning permission for the alterations to existing rear extension including a new parapet and revised doors/glazed areas and glass balustrading.
The application had been referred to the Committee as the applicant was a District Councillor.
It was moved from the Chair that the recommendation as set out within the report be agreed.
Resolved: That planning permission be granted subject to the following conditions:
1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
In pursuance of section 91 of the Town and Country Planning Act 1990.
2) The development hereby permitted shall be carried out in accordance with the following approved plans and details: Proposed Block Plan (22103-L2), Proposed Plans and Elevations (22103-02 Rev.B), Design and Access Statement (Dated: 16/07/24).
For the avoidance of doubt and in the interests of proper planning.
3) Notwithstanding the submitted drawings, prior to the commencement of works, specifications (including, where applicable, size, colour, texture, profile, finish, bonding and pointing) and samples of the external surface materials of the development hereby granted consent will be submitted to and approved in writing by the local planning authority. The development shall be carried out in accordance with the approved details.
To maintain the integrity and character of the heritage asset as supported by policy EN4 of the Sevenoaks Allocations and Development Management Plan.

24/00859/FUL - Hollybush Tennis Centre, Holmesdale Road, Sevenoaks Kent TN13 3UX PDF 883 KB The conversion of two outdoor tennis courts into 3 outdoor Padel tennis courts within the existing perimeters of the existing 2 tennis courts. This includes new posts, glass walls, mesh fencing and floodlights. Minutes: The proposal sought planning permission for the conversion of two outdoor tennis courts into 3 outdoor Padel tennis courts within the existing perimeters of the existing 2 tennis courts. This included new posts, glass walls, mesh fencing and floodlights.
The application had been referred to Development Management Committee as the landowner was Sevenoaks District Council. In addition, Councillor Purves had also referred the application on grounds of potential impact upon residential amenities (policies EN2, EN6 and EN7 of the Sevenoaks Allocations and Development Management Plan).
Members’ attention was brought to the agenda papers and late observation sheet. The Officer clarified that condition two had not been displayed correctly in the report and therefore recommended the inclusion of condition two regarding operational hours and an amendment to condition four.
The Committee was addressed by the following speakers:
Members asked questions of clarification of the speakers and officers. Questions focused on the impact of the current flood lighting on nearby properties as well as the proposed condition for a post completion acoustic assessment. Officers clarified that if the predicted levels of the development exceeded 60dB(A), the development would have to cease operation until further acoustic protection measures, such as a noise barrier had been submitted and approved. It was moved by the Chairman that the recommendations within the report and late observations, be agreed. Members discussed the proposal. Some members expressed concerns with the impact on noise to nearby properties. It was discussed whether noise prevention measures should be implemented in advance of commencement of use of the site. It was moved and duly seconded that condition five be amended to become a pre-commencement condition that sound attenuation measures be implemented, to reduce the sound to a suitable level. Members discussed the amendment and requested clarification from the Environmental ProtectionTeam Leader who confirmed it would be feasible to model attenuation measures to clarify the impact. The amendment was put to the vote and it was carried. The debate continued on the substantive motion.
