Election of Chairman for the meeting

In the absence of the Chairman and Vice Chairman and after waiting a short period of time, the Clerk took nominations for a Chairman for the meeting.

 

Resolved:  That Councillor McGarvey be appointed Chairman for the meeting, or until the time of arrival of the Chairman.

Resolved:  That the Minutes of the meeting of the Sevenoaks District Joint Transportation Board held on 10 September 2019 be agreed and signed by the Chairman, as a correct record.

Minutes:

The Sevenoaks District Manager (KCC) reported that there would be reports in response to the petitions to the March 2020 meeting.  Restrictions were being looked at in relation to Quakers Hall Lane, Bayham Road, Bradbourne Road and Bradbourne Park Road, and a desktop exercise had been carried out and Ashgrove Road and Brittains Lane were to be considered and speed monitoring devices installed to check current vehicle speeds.

Members noted the new terms of reference, and discussed increasing the Kent Association of Local Authorities (KALC) representation on the Board.  The Board also noted that the Leader of the Council had already written to the relevant Portfolio Holder at Kent County Council expressing the view given by KALC that Parish/Town representatives be given voting rights.

 

Resolved:  That 

 

a)     the new terms of reference at Appendix B to the report be noted;

 

b)     the current number of Parish/Town representatives on the Board be increased to the maximum of 3 and representatives sought from the Kent Association of Local Authorities (KALC); and

 

c)     the Board expressed its support for voting rights for Parish/Town representatives on the Board.

Receipt of petitions

Minutes:

a)            To receive a petition on 'Request for new parking restrictions for Station Road - Otford and change to waiting times on High Street Otford

 

The Chairman used his discretion and allowed the Lead Petitioner, Simon Featherstone, to address the Board.  The Chairman received the petition on behalf of the Board.  It was noted that under the new Terms of Reference there would be no further discussion and a report to the next meeting.

Members considered the responses to, and Officer recommendations for, a proposed disabled persons (blue badge) parking bay relating to Cramptons Road, Sevenoaks, received during the informal consultation period. 

 

Resolved:  That the application be approved, and an interim disabled persons (blue badge) parking bay, be marked.

Statutory Consultation - Minor On-street Parking Proposals - Various Locations - TRO 2013 Amendment 33 pdf icon PDF 162 KB

Members considered the objections to the minor on-street parking proposals within the Kent County Council (Various Roads in the District of Sevenoaks) (Prohibition and Restriction of Waiting and Loading and Unloading and On-Street Parking Places)(Amendment 33) Order 2020 (known as “TRO 2013 Amendment 33”) received during the statutory consultation.

 

Resolved:  That

 

a)   the results of the statutory consultation regarding minor on-street parking proposals within The Kent County Council (Various Roads in the District of Sevenoaks) (Prohibition and Restriction of Waiting and Loading and Unloading and On-Street Parking Places) (Amendment 33) Order 2020 (known as “TRO 2013 Amendment 33”) be noted;

 

b)   the parking proposal for West View Road, Crockenhill - east side, near Main Road, as set out in Appendix 3 to the report, be withdrawn;

 

c)   the relevant objection received to the parking proposal for Amherst Hill - (A224), northeast side, outside Montreal Cottage in Riverhead as set out in Appendix 8 to the report, be set aside; and

 

d)   the objector to (c) above be notified of the decision.

The Board considered a report which updated them on the identified schemes approved for construction in 2019/20 with the Sevenoaks District Manager (KCC) giving any relevant updates on schemes listed.

 

 

Action 1: The Sevenoaks District Manager (KCC) to find out the amount of ‘substantial increase in the budget for planned highway works over the next three years’ and circulate to the Board.

 

 

Action 2: The Sevenoaks District Manager (KCC) to find out whether the new gully pot work at Shoreham Road, Otford was completed and advise the local member.

 

 

Resolved:  That the report be noted.
