Request for Speed Reduction in Shoreham pdf icon PDF 199 KB

Minutes:

The Kent County Council (KCC) Schemes Programme Manager set out the report which summarised the outcome of an investigation by Officers into the feasibility of reducing the existing National Speed Limit along Shoreham Road to 40mph. It concluded that the location and existing speed vehicles did not meet the criteria to install an enforceable 40mph speed limit.

Whilst it was concluded that KCC were not able to support the proposal, the Schemes Planning and Delivery Team had reassessed the data and further concluded it may be possible to reduce the speed limit to 50mph between the layby travelling north as far as the railway bridge and 40mph between the start of the layby 147m north of Station Road to the 30mph limit gateway towards Otford.

Members discussed the potential speed reduction. Further suggestions to ensure the safety of pedestrians in the area were made including pedestrian refuge islands and increased signage. The Schemes Programme Manager expressed an interest in visiting the area and meeting with the Parish Council. 

Resolved: That the Schemes Team arrange a meeting with the Parish Council, Local District Councillor and Local Kent County Council Member to discuss the possibility of reducing the speed limit.

Members considered the responses to, and Officer recommendations for, the proposed disabled persons (blue badge) parking bay relating to Penenden, New Ash Green. In response to queries from Members, it was highlighted that the Amenity Committee of New Ash Green Village Association had no objection to the provision of a disabled persons parking bay in Penenden.

Resolved: That

a)   the applications for disabled persons (blue badge) parking bays

i)             London Road, Dunton Green and Claremont Road, Hextable, (as set out in Appendix 1 to the report) which did not meet the Kent County Council’s assessment criteria, and will proceed no further, be noted; and

ii)           Claremont Road, Hextable, (as set out Appendix 2(i) to the report) which met Kent County Council’s assessment criteria and had been the subject of an informal consultation with neighbours, be noted; and

b)   the application at Penenden, New Ash Green (as set out in Appendix 2(ii) to the report) be approved, and an interim disabled persons (blue badge) parking bay, be marked.

Minutes:

The Chairman, on behalf of the Schemes Planning and Delivery Manager, gave an update on the Emergency Active Travel Fund bids and work.

The Tranche 1 announcement came in June. Bold schemes such as point closures and modal filters were preferred by government. No schemes had been introduced in the Sevenoaks District under Tranche 1. Tranche 2 rules were clarified by the Department of Transport (DfT) and the bid went in on 6 August. The schemes had to be bold and no more than 5 or 6 schemes were allowed. A response from the DfT had not yet been received.

Resolved: That the report be noted.

Station Road and High Street Otford - Request for New Waiting Restrictions pdf icon PDF 215 KB

Minutes:

The KCC Schemes Programme Manager presented the report which outlined the discussion with the Local KCC Councillor, on the request for waiting restrictions within Station Road and High Street, Otford. It was concluded that KCC would review and reinvestigate the parking issues through collecting site data and discussions.

Members discussed the report. It was suggested that the two sites be investigated separately. The KCC Schemes Programme Manager expressed she would like to meet with Otford Parish Council to determine the particular problematic parking hotspots in Otford.

Resolved: That the report be noted.

37.

Highways Works Programme 2020/21 pdf icon PDF 563 KB

Minutes:

The Board considered a report which updated them on the identified schemes approved for construction in 2019/20 with the Sevenoaks District Manager (KCC) giving any relevant updates on schemes listed.

In the knowledge that he was due to retire, the Board requested their vote of thanks to be recorded to Geoffrey Bineham, the KCC Schemes Project Manager, for his professionalism and work he had done for road safety in the Sevenoaks area.

The KCC Sevenoaks District Manager clarified that the A225 Dartford Road and B269 Kent Hatch Road schemes had been completed since the writing of the report.

Members asked questions of clarification on the approved schemes. It was requested that the laybys on Shoreham Road near Station Road, Shoreham be visited.

Resolved:  The report was noted.
