To agree the Minutes of the meeting of the Board held on 12 June 2019 as a correct record.

Minutes:

Concern was expressed at the silence in the minutes of the formulation of a working group which had been discussed and agreed at the last meeting, along with some minor errors.

 

Resolved:  That the Minutes of the meeting of the Sevenoaks District Joint Transportation Board held on 12 June 2019 be agreed and signed by the Chairman as a correct record, subject to the following amendments to Minute 6

 

a)     the insertion of the following additional paragraph prior to Action 2,

 

‘Following the completion of the new town car park a proposal for the holistic parking review will be presented to the Joint Transportation Board, to formulate this a working group was proposed to include County Councillor Mrs Crabtree, District Councillor Collins and Parish representative Mr Parry.’

 

b)     the words ‘wondered if possible’ replaced by ‘asked what’ in the first sentence of paragraph 7; and

 

c)     a spelling correction of statue to ‘statute’ at the second sentence, paragraph 7.

Declarations of interest

Minutes:

No additional declarations of interest were made.

 

For transparency Cllr Clayton advised that with regard to Minute 10 (a) he was a member of the Hollybush Residents Association and lived nearby to the school.  Cllr Osbourne-Jackson advised that he was a volunteer at the school.

The actions were noted.

 

Further to the amendment made to the Minutes of the previous meeting, the question was raised as to why the working group had not met as its purpose was to scope the review, which members had now learned would be taking place in October.  The Parking Manager responded that the scoping of the review would commence in October and the working group would be invited to meet prior to this to consider the scope of the review and the working group’s future involvement.

To receive any petitions

Minutes:

a)            Presentation of a petition by local residents requesting 20 mile per hour restrictions outside St Johns Primary School

 

The Lead Petitioner, Katy Winkworth, addressed the Board. The Chairman used his discretion and allowed local District Councillors Purves and Clayton to address the Board in support. 

 

It was noted that Kent County Council were already in receipt of the petition and a letter had been sent to the lead petitioner outlining action that was being taken by Kent County Council in response to this petition.

 

Resolved:  That the concerns raised by the petition be evaluated by Officers and a report brought back to a future meeting of the Board.

 

 

b)           Presentation of petition by Sevenoaks Primary School ’20 is plenty’

 

 

The Lead Petitioner, Emma Moore, addressed the Board. The Chairman used his discretion and allowed local District Councillor Dr Canet to address the Board in support. 

 

Resolved:  That the concerns raised by the petition be evaluated by Officers and a report brought back to a future meeting of the Board.

 

 

 

Members were keen that possible solutions to the above petitions should not be hindered or delayed, but concluded that a more holistic approach to traffic concerns would be beneficial to Sevenoaks town, rather than piecemeal exercises in response to petitions, and

 

Resolved:  That a review of roads in Sevenoaks Town be initiated, initially as a desktop survey, to focus on areas of most risk to pedestrians.

Applications for Disabled Persons (Blue Badge) Parking Bays pdf icon PDF 54 KB

Minutes:

Members considered the responses to, and Officer recommendations for, proposed disabled persons (blue badge) parking bays relating to Caxton Close, Hartley and Cramptons Road, Sevenoaks, received during the informal consultation period. 

 

Recommended:  That

 

a)     the applications for disabled persons (blue badge) parking bays which met Kent County Council’s assessment criteria and had been the subject of an informal consultation with neighbours be noted;

 

b)     the application at Caxton Close, Hartley (as set out in Appendix 1 to the report) be approved, and an interim disabled persons (blue badge) parking bay be marked; and

 

c)     the application at Cramptons Road, Sevenoaks Hartley (as set out in Appendix 1 to the report) be approved, and an interim disabled persons (blue badge) parking bay be marked.

Highway Works Programme 2019/20 pdf icon PDF 131 KB

Minutes:

The Board considered a report which updated them on the identified schemes approved for construction in 2019/20 with the Sevenoaks District Manager (KCC) giving any relevant updates on schemes listed.

 

In response to a question from County Cllr. Horwood,  the Schemes Programme Manager (KCC) undertook to speak to the relevant officer concerning the impact of the Swanley train station works on Azalea Drive and the possibility of surfacing works being considered as part of the Local Growth Fund improvements to Swanley station, due to the increase of traffic using Azalea Drive once Station Approach was made one way.

 

The Sevenoaks District Manager agreed to chase all parties for a completion date for the works at the junction of B2026 Station Road and Four Elms Road Edenbridge and notify the Town Council once this date had been received. These works had been ongoing for more than a year and had been delayed by diversionary works to BT apparatus.

 

Resolved:  That the report be noted.
