The Chairman welcomed everyone to the meeting.

The Hearing gave consideration to the report by the Senior Licensing Officer giving details of an application for a new premises license for Blackwoods Cheese Company, under the Licensing Act 2003. She provided a brief overview of the application, explaining that during the consultation period 2 representations had been received from local residents. She also brought to the attention of the Hearing the supplementary agenda which included the correct opening hours requested by the Applicant.

The Applicant advised they had planned to introduce the sale of alcohol to their online shop. In the future, the Applicant hoped for sales to also take place on the premises as a small shop. In response to questions from the panel, the Applicant advised that he planned to store alcohol behind a shutter to the rear of the building. The public would have no direct access to the shutter. The Applicant had been looking at how best to verify age online and planned to adopt a “think 25” policy if sales began taking place on site.

The Hearing heard from the Respondent’s representative who expressed the Respondent’s concerns that alcohol could be consumed on site. However it was raised by the Chairman that sales would initially be online only.

The Chairman commented that the four licensing objectives had been met and emphasised the importance of ensuring the protection of children should the Applicant choose to sell offline. It was suggested that a refusal register be introduced should the shop move offline.

At 10.45am the Sub-Committee ended the Hearing and the Chairman confirmed that a decision would be made within 5 working days and provided to the parties thereafter.
