Presentation of a petition by local residents of Darnets Field, Otford concerning the waiting of school buses.

b)     Presentation of a petition by local residents of Darnets Field, Otford concerning the waiting of school buses

 

Gabby Smith, a local resident, presented a petition from local residents of Telston Lane and Darnets Field, Otford concerning two double-decker school buses which would turn and wait there in both the morning and afternoon. Concerns were raised about the noise and pollution from the vehicles and the obstruction to other vehicles, pedestrians and surrounding homes.

 

Philip Lightowler, KCC Head of Public Transport advised that, although the buses were not contracted to KCC and could not be regulated, he understood local concerns. He advised he would discuss the concerns with the operators.

 

Resolved:  That the KCC Head of Public Transport report back to the Board on 13 September 2016 with an update on resolving concerns about school buses turning and waiting in Darnets Field, Otford.

 

a)     Presentation of a petition by residents of Hosey Hill, Westerham for traffic calming

 

Michael Coates, a resident of Hosey Hill, Westerham, presented a petition and supporting documents arising from a fatal accident involving a cyclist on 25 March 2016 and a further recent accident. The petition requested that

 

·         double yellow lines on Hosey Hill be lengthened and yellow lines to be extended or joined between Hosey Ridge and Wayside removing 2 of the 10 parking spaces around the bend;

·         the 30mph speed limit be moved back to the top Hosey Hill Car Park to reduce speed of vehicles coming down Hosey Hill;

·         30mph signage be installed at the bottom of Hosey Hill with the junction of High Street, Westerham(A25); and

·         a flashing speed sign be installed on Hosey Hill, showing vehicle speed to advise drivers of their speed coming down Hosey Hill.

 

The Sevenoaks District Manager (KCC) advised that many of the proposals seemed feasible and logical. Officers would consider the petition. The proposed 30mph signing at the bottom of Hosey Hill would not be possible as this area was already within a 30mph section but the other proposals would be investigated.

 

Resolved:  That a costed report be brought to the Board on 13 September 2016 for traffic calming on Hosey Hill, Westerham, based upon the requests in the petition.
