Resolved:  That the minutes of the meeting of the Sevenoaks District Joint Transportation Board held on 7 March 2018, be agreed and signed by the Chairman as correct record.

Matters Arising/Update (Including Actions from Previous Meetings)

The actions were noted.

 

The Sevenoaks District Manager at Kent County Council advised that the investigation into possible parking restriction measures at The Rise and Shenden Way had been completed and as a result no restrictions were planned for the near future.

Terms of Reference - Joint Transportation Boards pdf icon PDF 45 KB

Minutes:

The Parking Manager summarised a report informing members on the Terms of Reference for Joint Transportation Boards in Kent.

 

The Chairman advised on the scope of the Board including bus services especially in rural locations, rail transport and electric vehicles and reminded Members that the Board could consider non-parking related matters. He highlighted that the Board did not have decision making powers but instead provided an opportunity for discussion. Members discussed the procedure for adding items to the agenda and some expressed frustration with this process.

 

The Portfolio Holder for Direct and Trading Services advised the Board that there was some duplication when considering the responsibility for difficult issues with both County and District and different committees within the Councils covering similar issues.

 

Resolved:  That the report be noted.

The Parking Engineer presented a report considering the representations received during the informal consultation to a disabled persons’ (blue badge) parking bays within the District.

 

Resolved:  That

 

a) the applications for a disabled persons’ (blue badge) parking bay in Cedar Drive, Edenbridge and Grove Road, Sevenoaks, as set out in Appendix 1 to the report, which did not meet Kent County Council’s assessment criteria and would proceed no further be noted; and

b) the application for a disabled persons’ (blue badge) parking bay which met Kent County Council’s assessment criteria at Forge Croft opposite Queens Court, Edenbridge had been subject of an informal consultation with neighbours and it be noted that in the absence of any objections, the application would be approved and an interim disabled persons’ (blue badge) parking bay would be marked.

Statutory Consultation - On-Street Parking Proposals - Argyle Road & Gordon Road, Sevenoaks - TRO 2013 Amendment 27 pdf icon PDF 74 KB

The report on the Statutory Consultation was introduced by the Parking Engineer and Members gave consideration to the relevant objections to the minor on-street parking proposals within The Kent County Council Various Roads in the District of Sevenoaks) (Prohibition and Restriction of Waiting and Loading and Unloading and On-Street Parking Places) (Amendment 27) Order 2018 (known as “TRO 2013 Amendment 27”).

 

The Parking Engineer summarised the report and reminded Members of the Officer’s recommendation to review the whole of Parking Zone A following the completion of Buckhurst 2 as a wider and more holistic view of parking in Sevenoaks Town. 

 

The Chairman used his discretion and allowed a resident affected by the parking proposal to speak on the item.

 

The Board considered the report.

 

Members expressed sympathy for residents, with over half of the people parking in Argyle and Gordon road being residents of the roads. The Board recognised that parking spaces were available to visitors in Bligh’s. Members discussed the objections received, which had mainly been from Eardley Road, Granville Road,nearby businesses and visitors.

 

In response to Sevenoaks District Council usage queries, the Parking Manager advised that most staff parked within the Council’s car park and he believed only those who used cars throughout the day for their work may occasionally park in Argyle and Gordon Road during fleeting visits to the Council Offices.

 

Councillor Clack suggested Sevenoaks District Council may be able to more clearly signpost visitors to the visitor’s carparkto help alleviate parking issues within the area.

 

Despite Members appreciating the time taken to resolve the on-street parking proposals, the Officers’ recommendation was considered sensible in light of the currently reduced parking within the town. It was viewed to be important to see the impact of the completion of the Buckhurst 2 car park on parking in the town centre before considering changes, and as part of a wider review.

 

Resolved:  That

 

a)  the relevant objections received during the statutory consultation on proposals to amend the current parking arrangements in Argyle and Gordon Roads as detailed in Appendix 2 to the report, be noted; and

b)  Officers’ comments as set in Appendix 3 to the report be noted and

i)     the relevant objections received during the statutory consultation on proposals to amend the current parking arrangements in Argyle and Gordon Roads be noted;

ii)   the relevant objections be upheld in part, and the current proposals contained in the draft TRO 2013 Amendment 27 be abandoned;

iii)  amendments to the parking arrangements in Argyle and Gordon Roads be reconsidered as part of a holistic review of parking in Zone A, to be undertaken as part of a wider review of parking in Sevenoaks town centre following the opening of the new multi-storey car park; and

iv)  the objectors be notified.

 

7.

Highway Works Programme 2018/19 pdf icon PDF 125 KB

Minutes:

Members considered a report on the identified schemes approved for construction in 2018/19, and took the opportunity to ask questions of clarification.

 

Officers advised that in relation to Edenbridge High Street, 20mph Zone and way finder signs, the designs had been completed and consultation carried out and currently officers were processing feedback. Designs may be changed in response to consultation with Sevenoaks Town Council having copies of all current documents.

 

It was enquired as to whether the pavement damage caused by works carried out to Powder Mills Road and Leigh Road would be rectified. Officers advised that once work was complete the pavement would be repaired.

 

 

Resolved:  That the report be noted.
