Resolved: That the minutes of the meeting held on 8 March 2016, be approved and signed by the Chairman as a correct record.

Minutes:

The Board noted that the local County Councillor was not available to provide an update on Action 1 and so it would be carried forward to the next meeting.

 

The Parking Manager advised that, further to the meeting of the Board on 8 December 2015,  parking restrictions at Bubblestone Road, Otford would be consulted on during June 2016 with an intention of reporting back to the Board on 13 September 2016.

 

The Chairman advised that he would be seeking a report concerning Air Quality Management to be presented to the Board on 13 September 2016.

With the agreement of the Committee, the Chairman brought forward consideration of agenda item 4(b) (Minute 4).

b)     Presentation of a petition by local residents of Darnets Field, Otford concerning the waiting of school buses

 

Gabby Smith, a local resident, presented a petition from local residents of Telston Lane and Darnets Field, Otford concerning two double-decker school buses which would turn and wait there in both the morning and afternoon. Concerns were raised about the noise and pollution from the vehicles and the obstruction to other vehicles, pedestrians and surrounding homes.

 

Philip Lightowler, KCC Head of Public Transport advised that, although the buses were not contracted to KCC and could not be regulated, he understood local concerns. He advised he would discuss the concerns with the operators.

 

Resolved:  That the KCC Head of Public Transport report back to the Board on 13 September 2016 with an update on resolving concerns about school buses turning and waiting in Darnets Field, Otford.

 

a)     Presentation of a petition by residents of Hosey Hill, Westerham for traffic calming

 

Michael Coates, a resident of Hosey Hill, Westerham, presented a petition and supporting documents arising from a fatal accident involving a cyclist on 25 March 2016 and a further recent accident. The petition requested that

 

·         double yellow lines on Hosey Hill be lengthened and yellow lines to be extended or joined between Hosey Ridge and Wayside removing 2 of the 10 parking spaces around the bend;

·         the 30mph speed limit be moved back to the top Hosey Hill Car Park to reduce speed of vehicles coming down Hosey Hill;

·         30mph signage be installed at the bottom of Hosey Hill with the junction of High Street, Westerham(A25); and

·         a flashing speed sign be installed on Hosey Hill, showing vehicle speed to advise drivers of their speed coming down Hosey Hill.

 

The Sevenoaks District Manager (KCC) advised that many of the proposals seemed feasible and logical. Officers would consider the petition. The proposed 30mph signing at the bottom of Hosey Hill would not be possible as this area was already within a 30mph section but the other proposals would be investigated.

 

Resolved:  That a costed report be brought to the Board on 13 September 2016 for traffic calming on Hosey Hill, Westerham, based upon the requests in the petition.

 

5.

Petition to restrict all day commuter Parking on The Rise, Sevenoaks - update

Minutes:

The Parking Manager explained that at its meeting on 8 March 2016 the Board resolved that a petition brought by the White Hart Residents Association requesting restrictive parking measures on the lower half of The Rise, Sevenoaks, be brought to the attention of Sevenoaks Town Council. On 29 March 2016 that petition had received unanimous support from the Town Council.

 

The local County Councillor confirmed that she would be willing to use her Member Highway Fund for the proposals to be lined and signed.

 

Resolved:  That Officers be recommended to begin the process for designing and consulting on restrictive parking measures on the lower half of The Rise, Sevenoaks as at Turner’s Gardens at the Tonbridge Road end of The Rise.

Statutory Consultation - On-Street Parking Proposals - Halstead, Horton Kirby & South Darenth, Otford and Sevenoaks pdf icon PDF 52 KB

The Parking Manager presented a report which provided the results of the statutory consultation regarding on-street parking proposals for locations in Halstead, Horton Kirby & South Darenth, Otford and Sevenoaks. The consultation was undertaken over a 3-week period during February and March 2016.

 

The report sought that the Board consider the representations received in respect of Halstead and Horton Kirby & South Darenth and consider whether to set aside the objections or to uphold them and to reduce or abandon some of the proposals. The proposal in Halstead was for restricted parking at the junction of Church Road, Knockholt Road, Otford Lane and Station Road for improving the safety and efficient movement of traffic at the crossroads. In Horton Kirby & South Darenth amendments were required at East Hill, Esparto Way, Holmesdale Road and Horton Road to improve safety and efficient movement of traffic at key locations and restrict waiting to ensure a good turnover of parking spaces.

 

The Parking Manager asked the Board to note the proposals in Otford and Sevenoaks, where no representations were received.

 

Resolved:  That

a)     the results of the statutory consultation in respect of the Halstead and Horton Kirby & South Darenth parking proposals and the Officer recommendations given in Appendices 1B and 2B be noted;

b)     the objections received to the Halstead and Horton Kirby & South Darenth parking proposals be set aside and the parking proposals shown on the drawings in Appendices 1A and 2A and described in paragraphs 12 and 17 of the report be implemented as drawn; and

c)     since no objections were received in respect of the Otford and Sevenoaks parking proposals shown on the drawings in Appendices 3A and 4A and described in paragraphs 21 and 26 of the report, it be noted that these will be implemented as drawn.

Applications for Disabled Persons' Parking Bays pdf icon PDF 35 KB

The Parking Manager presented a report that advised the Board on the locations of the latest applications for Disabled Persons’ Parking Bays (DPPBs) that had been evaluated by the District Council in accordance with Kent County Council’s assessment criteria. The report set out those applications which did not meet the criteria and would proceed no further and the informal consultation responses and Officer comments on those which did pass the assessment criteria. Members were asked to consider the objections and whether to uphold or overrule them. In cases where the objections were overruled, or cases of no objection, an Interim DPPB would be introduced with a view to undertaking the TRO procedure at a later stage.

 

Resolved:  That the Board

 

a)     notes the applications for parking bays for disabled persons’ vehicles at Brambledown, Hartley and Alder Way, Swanley that did not meet Kent County Council’s assessment criteria, and that will proceed no further; and

b)     overrule the objections to the applications for disabled persons’ parking bays in

i)           Warham Road, Otford

ii)               Oaklands Close, West Kingsdown and

iii)             Hartley Road, Westerham

that did meet Kent County Council’s assessment criteria and recommend that Officers proceed with interim bays with a view to undertaking the TRO procedure at a later stage.

Resolved: That the report be noted.

 

9.

Notes of the Cycling Strategy Working Group - 26 April 2016 pdf icon PDF 32 KB

Members noted the action notes from the Sevenoaks Cycling Strategy Working Group.

 

The Chairman of the Working Group highlighted that although the pavement on the bridge over the M26 was wide enough for dual usage, there was an issue over safety due to the 70mph speed limit. Otford Parish Council had not yet considered that issue. The Chairman of the Board recommended that the Working Group produce reports for those matters it would like the Board to consider taking forward.

 

It was noted that the next meeting was expected to be held approximately a month prior to the next Board meeting.
