Resolved: That the minutes of the meeting of Cabinet held on 11 October 2018 be approved and signed as a correct record.

Questions from Members

Minutes:

A Member asked a question about the recent budget announcements by the Chancellor of the Exchequer regarding commercial premises being replaced by homes, with particular regard to the vacant Tesco site.  She also asked about Business Rates for some premises being cut by one third.  The Chairman answered that Business Rates had been cut at the time they were being handed to local authorities by way of funding and it was not known what would subsidise the reduction in rates.  As to the Tesco site, the Chairman indicated that this was almost certain to become a mixed use development and that there was still a need for convenience retail in the town.

 

Another Member questioned the item on asset management on the agenda and indicated that he had only recently found out about it despite being Ward Member.  The Chairman indicated that the Member had been privy to the outcome recommended in the report.

The Chief Finance Officer presented a report which sought Member’s approval to recommend the adoption of a replacement Council Tax Reduction (CTR) scheme for 2019/2020, which was to be implemented with effect from 1 April 2019.  It would be considered by the Finance Advisory Committee on 15 November 2018 before going on to Council on 20 November 2018.

 

Public Sector Equality Duty

 

Members noted that consideration had been given to impacts under the Public Sector Equality Duty.

 

Resolved: That

 

a)     the comments of the Finance Advisory Committee to be held on 15 November 2018 be forwarded to Council for consideration; and

b)     it be recommended to Council to adopt the new Council Tax Reduction scheme from the 2019/20 financial year.

Minutes:

The Portfolio Holder, Direct & Trading Services, presented a report which updated Members on the recent refresh of the Kent Joint Municipal Waste Management Strategy (KJMWMS) and sought formal adoption of the strategy up to 2020/21.

 

He advised that Members at Direct & Trading Advisory Committee had sought reassurance that adoption of the strategy would not inhibit the Council’s current practice of weekly collections and had amended the suggested wording of the recommendation by adding ‘subject to the Chairman and Vice Chairman of the Kent Resource Partnership being advised that Sevenoaks District Council would continue to be led by the residents it serves, and supported by other evidence, in providing its unique in Kent ‘all out’ weekly refuse and recycling collections without separate food collections.’

 

Public Sector Equality Duty

Members noted that consideration had been given to impacts under the Public Sector Equality Duty.

 

The Chairman moved and it was

 

Resolved:  That the refresh of the Kent Joint Municipal Waste Management Strategy (KJMWMS) up to 2020/21 be adopted subject to the Chairman and Vice Chairman of the Kent Resource Partnership being advised that Sevenoaks District Council would continue to be led by the residents it serves, and supported by other evidence, in providing its unique in Kent ‘all out’ weekly refuse and recycling collections without separate food collections.

It was moved by the Chairman and

 

Resolved:  That, under section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the ground that likely disclosure of exempt information was involved as defined by paragraph 3 (Information relating to the financial or business affairs of any particular person (including the authority holding that information) as identified in Schedule 12A to the Local Government Act 1972.

The Head of Economic Development and Property presented the report which Members considered.

 

 

Public Sector Equality Duty

 

Members noted that consideration had been given to impacts under the Public Sector Equality Duty.

 

Resolved: That

 

a)   the planning application for redevelopment of the remaining land and buildings at Timberden Farm be withdrawn; and

 

b)   the disposal of the remaining land and buildings at Timberden Farm be agreed, and delegated authority be granted to the Head of Economic Development and Property to agree detailed Heads of Terms for their disposal.

 

IMPLEMENTATION OF DECISIONS

This notice was published on 9 November 2018.  The decisions contained in Minute 41 takes effect immediately.  The decisions contained in Minutes 42 and 43 take effect on 19 November 2018.
